MEDICAL CARE FOR FOREIGN CITIZENS

Medical care in Russia can be divided into two groups - state medical care and private. In order for a foreigner to be treated free of charge in public clinics and hospitals, he needs a health insurance policy. In private medical clinics, patients are accepted without a policy, but you will have to pay for the services provided.

For foreign citizens who do not have a policy, first aid is available free of charge - a set of emergency medical measures carried out by a suddenly ill or injured person at the scene and during the period of his delivery to a medical institution. First aid is usually provided by firefighters, rescuers, etc. Calling paramedics (ambulance brigades) also refers to first aid.

Ambulance - provided to citizens by employees of medical institutions in case of diseases, accidents, injuries, poisoning and other conditions requiring urgent medical intervention. Doctors will bring the patient to a stable condition, but further treatment will be possible only with a medical policy or payment for services.

All other medical procedures and services are paid. To get them, a foreigner will need to buy an insurance policy that covers specialist consultations, tests, examinations, prescriptions, etc., or pay for these services at the cash desk of a clinic or hospital.

Medical policy in Russia: compulsory medical insurance and voluntary medical insurance

Medical insurance policy of compulsory medical insurance (MHI) - guarantees the receipt of free medical

assistance in the compulsory health insurance system throughout the Russian Federation.

The MHI policy can be issued only by those foreigners who have a Temporary Residence Permit, Residence Permit or Temporary Asylum

What services can be obtained for free if you have a compulsory medical insurance policy:

- Emergency medical assistance;

Inpatient care for:

- acute diseases and exacerbations of chronic diseases, poisoning, injuries requiring intensive therapy, round-the-clock medical supervision;

- pathology of pregnancy, childbirth and abortion;

- planned hospitalization for treatment and rehabilitation, requiring round-the-clock medical supervision, in hospitals,

departments and wards of day care.

Foreigners who do not have a temporary residence permit, residence permit or residence permit can purchase a VHI policy - voluntary health insurance.

Let's dwell on this point in more detail. A foreigner who is going to stay in Russia for more than a few months will not be able to use the usual travel medical insurance purchased at home. As a rule, under such a policy, the patient first pays for the treatment himself, and only upon returning home he reimburses the money spent from the insurance company. If a person comes to Russia to study or work, this method will be inconvenient for him. In addition, travel insurance covers a very small part of the services. In order to get the minimum of medical services prescribed by Russian law (including outpatient and inpatient care, hospitalization, transportation) free of charge in case of contacting a medical institution, you need to buy a voluntary medical insurance policy. The cost of the Voluntary Medical Insurance policy depends on the region, the scope of services (pregnancy management, outpatient care, house calls, emergency dentistry, etc.) and the period of validity (from 3 months to 1 year). How can I find out which medical institutions and doctors I can visit after purchasing VHI, which cases are considered insured, what services are included in the insurance program? You will find the answers to these questions by carefully reading the insured person's memo, which was given to you along with the policy. Since the programs are so different, there is no one-size-fits-all answer. In pursuance of the Order of the Ministry of Health of the Russian Federation No. 804 dated October 13, 2017 "On the approval of the nomenclature of medical" and in order to optimize the price list for complex services, the price list of paid services was approved in the GBUZ SK GKB SMP in Stavropol. GBUZ SK "GKB SMP" of the city of Stavropol informs you that, in accordance with the Rules for the provision of medical care to foreign citizens on the territory of the Russian Federation, approved by the Government of the Russian Federation dated March 6, 2013 No. 186, emergency medical care (with the exception of ambulance , including emergency specialized, medical care) and a planned form is provided to foreign citizens on a reimbursable basis (cash or bank transfer). A condition for the provision of medical care is an agreement for the provision of paid medical services or a voluntary medical insurance agreement (VHI) concluded between a medical organization providing medical services and an organization providing health insurance for citizens.

When concluding a contract for the provision of paid medical services, you must have a passport or other identity document with you.
